I've checked your account and it seems like this is not an order from our Supply System so I can't delve much deeper into this issue.
I would suggest you contact the merchant directly via AliExpress regarding this case. Usually, to avoid getting disputes, they agree to send out the product again.
Also, if this package was sent via ePacket, you can start a missing mail search via USPS which handles ePacket shipments that arrive from China: https://www.usps.com/help/missing-mail.htm.
